The Study Quality Commission (hereinafter – Commission) is a collegial decision-making body, established for the purpose to take a decision on the following:

  • to license a study programme or refuse to license a study programme;
  • to accredit a study field or to refuse to accredit a study field;
  • to approve changes in a study field and relevant study programmes or in a study field accreditation form or a study programme licence;
  • to include a licensed study programme in the accreditation form of a study field (assessment terminated as of 01.09.2024.).

The Commission in its activities and decision-making process complies with Section 55.2 and Section 55.3 of the Law on Institutions of Higher Education, Cabinet Regulations No. 793 “Regulations Regarding Opening and Accreditation of Study Directions” of 11 December 2018 and Cabinet Regulations No. 795 “Regulations Regarding Licensing of Study Programmes” of 11 December 2018, as well as the Administrative Procedure Law.

On April 1, 2019, the Commission composition was approved by the Higher Education Quality Assurance Council, while changes to the composition of the commission were approved in September 2021 and August 2024. According to the Cabinet Regulation No.731 of December 12, 2023 “Amendments to Cabinet Regulation No.795 of December 11, 2018 “Regulations Regarding Licensing of Study Programmes”, the Study Quality Commission performs its functions until the start of cyclical accreditation of higher education institutions, but no longer than until January 1, 2026:
